what is the content surrounding the link most relevant to, or what topic does it address? Is that content speaking about your site in general, or about a specific topic / page of your site? Link to the page that's most relevant to the guest post / niche edit

No hard and fast rule, depends on which you're wanting to focus on and rank.

You can build links for both homepage and other inner pages. Place the link inside the relevant content.

You should share it, between your homepage and your pages with best potential (bottom page 1 and page 2).
Links sent to the homepage with good site structure would go a long way in helping every single post/page on the website, but there are specific pages that need a little push. These kinds of pages are where you should also point your links to after the homepage.
From there, you could link from those pages to other pages to help spread the juice further.

I usually go with a 60:40 ratio in favor of post over Homepage

If your website doesn’t have any links yet or no powerful links, build links to the home page. If you already have good backlinks pointing at the home page, then you build links to inner pages and home page.
A good percentage is 30% backlinks to homepage, 70% to inner pages.
