Yeah, a bare-bones description won't stop a genuinely engaging video/post from getting pushed to the FYP the algorithm cares way more about watch time and engagement than caption length.
 
Yeah, I don't see why it couldn't otherwise, even if it's short or no description at all if the content is engaging enough.
A good caption is still nice to have though, generally speaking. If all else, it'll keep the reader on your post and maybe encourage them to comment. Keywords, hashtags, all that in there helps. Wouldn't leave it blank if I had something to put there, tbh. Nothing too much, after all the content ought to speak for itself.

The captions dont matter that much. Instagram is actually looking more at the device you. are using to post content. If you are using an older device, the reach will drop. If you are using a newer device, you will see that the posts end up getting more views. You can test this out for yourself
