Possible with wordpress?

Is it possible to buy/change a wordpress theme where people are able to upload pictures as replies?
I'm not looking for a normal theme, more gallery like (9gag) where people have accounts with their own portfolios and stuff.

Possible with to buy a wordpress theme like that or I need to hire someone to write it in php from scratch?

Hey I think this theme (themeforest, no affiliate) is (similiar) to what you are after.

It may not be exactly what you want but it is a good place to start and you could easily get someone to edit it and make the required changes that you want.

look for a picture, photo related theme, I'm pretty sure WP will allow you to have option to upload images / files as a comment. And yes you can use the editor tool to edit related comment files in WP to do something like this.
