Possible to get penalized for stealing images?

All the above replies are valid as regards copyright etc, but as regards google if i do need an image i resample it in photoshop or corel then change the size slightly, and rename it just to be sure, this wont get you over the digital rights signature if there is one, but you can check for that in the image if you have it in photoshop.
A lot of times if i need an image yes i'll look at google images, but usually if i want an image of for example some signage(thats my job) i will crop the shop front out of a street alltogether, and then crop again just for the signage element.

I think the right term there should be "sued" and not "penalized".
You can be sued by the person or group of people who owns the copyright of that image but you won't be penalized by Google as far as search engine optimization is concerned.

You can actually drag images into Google Image Search from your computer and it will scan over the entire internet for similar/copied images, regardless of the file name.MaximumAchievement

My suggestion use these images with different title and if possible do some little bit editing and save in png,jpg,gif format.The way mentioned above is a risk free method.

This is extremely basic advice: Just be smart about it. If you take an image from one website, make sure not to take anything else. Change the size, saturation, and color if possible. If any trouble ever comes your way, simply plead ignorance and be willing to take the image down. With all that being said, you're much better off creating your own graphic images or paying for a designer to do it for you.

Worst part about stealing images is If the seller comes after you for litigation. However Google cannot and will not
penalize you over using an image. They do not know if you paid for it or not.

Also you can get sued. The big stock agencies , eg Getty trawl the net for copyright infringement and will hammer you if they discover you using images without permission.
The penalties are severe. Most pro photographers will also do reverse image searches to locate copyright infringement.
There are some recent very large settlements being awarded to copyright holders.
Don't be fooled into thinking that because an image is 'boring' it won't be owned by a stock agency - most of their photos are boring and innocuous.
There are plenty of resources to get free images - a couple mentioned by a poster above. Why risk it? And if you do then don't come here complaining when Getty sue the arse of you.

Using images which you don't have permission to use CAN land you in big trouble. People have been sued for it in the past. It's not Google you should be worried about.

If someone copied your entire website you'd be well pissed off - why is it any different copying images?
People do it because it is easy and think they will get away with it.
Digimarc charge only $99/year to track 2000 images (even if they get altered).
Do so at your own risk but don't complain when you get landed with a massive bill.

My authority sites is mostly using "stolen" (mmm, bad choice of words, let's replace it with "acquired from other sources").
So, my authority sites is mostly using images "acquired from other sources" but never gets any penalty, and rank really good.
Heck, even the biggest news outlet in my country steal from others too.
But never steal articles. The Ban hammer will be upon you.
