Your best bet honestly is to just get really cheap VPS's and keep trying till one doesn't say anything. I found one that I don't think cares as they temp suspended me for scanning. However, and this is where it gets funny, I told them I was proxy scanning and they lifted the ban and gave it back to me. The only reason they hit me up is because it looked like one of my threads got hung up or something and was rescanning the same ip
ort over and over again setting off a trigger on their auto-monitoring system. I literally told them "it looks like a thread got stuck on my scanner while I was checking my proxies." About an hour later, I got it back. Obviously this is not the normal and I'm not sure if they'll say anyting again as this just happened yesterday but it's a crap shoot really, just try a few diff places out till ya get one, the lucky thing is you can get a cheap VPS for $20 so its not a huge risk even if ya do lose it.

As their are very very few countries where it is actually illegal. As from the research I have done. It is not "Illegal" in most countries. It is just frowned upon by most data centers. As port scanning can get an IP blacklisted for a while.
However I did read into the laws of their country. I also made sure to speak to the admins and owners.
As long as you do not rape the network. They do not care. As a lot of people scanning will set threads way beyond what is needed. This generally causes a DoS on the network.
It also helps that it is 100% unmanaged!(hint for searching)
One more hint for searching. Look for variables on "Virtual Private Server". you will find what you need
It also helps to be able to write and speak the native languages.

Yes that is United States law. As I said in plain text. This provider is not from the USA nor are they in any warzone. Along with explicitly stating that in their country their is NO law. Along with direct statemet that they will ignore Portscans and similar abuse. As their is NO law.
I am not saying they were easy to find. They have been established for many years. Not like they just popped up.
If you do not want to believe me. That is your choice or anyone elses. I asked a fair and straight forward question. Yet I did not get a final answer. All I have received has been. No. No it is illegal. Yet these "Opinions" are just that. As it seems like a bit of copy paste from other sites. Also all looking at the USA and not other countries. I know from googling. That proxygo uses a UK isp that he has had for years.

It really is not hard to use a tool such as google or bing. I have found a lot of information about this subject. Using something called "dorks" does help.

Yes if they decide to scan bad ranges or they are trying to use it for malicious purposes. However those activities would put up a red flag. They do not protect you. They just let you handle the legalities if it comes to that.
