popup to an exe file?

I have a download site, and I'm considering testing popping up a url that points to an .exe file to begin the download of a software app.

So basically, when they exit the site, a download process begins, asking them if they want to save or run the file.

Before I do, is this generally allowed?

I mean, does siteadvisor and other "police" sites frown on this behavior? I know they frown on activex installs.

Thanks for any thoughts on this.

Forcing downloads like this typically causes people to report your site to those types of services or causes automated flagging. It will probably hurt return visits to your site as well.

Yeah, it is kinda annoying. I guess I won't do it for that reason, and I don't want to get the site reported for anything shady. It's just now coming off of the site advisor listing as a red site. Should be in another week or two. Thanks for your input.
