Popunder opening as popup or redirect for certain users

Like almost anyone, I have popunder code on my website(s) - but speaking with a few people on discord and it seems like instead of the typical popunder, it redirects them on their current browser tab instead. Some users have complained about something similar happening. Does anyone know what the most likely case for something like this happening is?
