He is talking about OS on VPS. MS inspection team can't enter any office and enquire about VPS.
And as you said using pirated OS for office computers is always risky

OP you will have a lot of competition offering services at a considerably lower price.

TBH, most people on BHW don't care about the license, they just want the system to work.
If I was using a VPS for hosting then I would want a legit license but if I am just running tools then I don't care.
I think (not certain) that most people renting a MS Windows server are just running tools.

Some people will rent a VPS for 12 months, some just need one for a month or so at a time, so a Trial License is fine for that.
Look at the VPS services in The Marketplace and you will see which services are popular and at what price they are charging.
