Can I point lots of high quality links to my site such as high pr web 2.0s and high pr social bookmarks etc... without using tiers? Would this be safe?

Yes its will be not safe for your sites..Better get some backlinks to your web2.0 sites..

make quality links and that would be safe, but not 1k links for main site.
Id say the only links pointing to a site you want to rank for a long time are links that are either LILLY white - or links that you can undo or redirect if needed.
Pay some folks to make you 50-100 quality niche related and decent content web 2.0 blog sites. Some posts with links - some without. Some posts with links out to authority sites in your niches.
Then you can bang on those web 2 for a LONG time with most anything and build trust and authority to them. Over time you have some good properties that can provide stable SEPRS for some time.
Goal would be to throw enough link spam at these tier 1 web 2 to try and make them PR2-3-4 over the long haul. Depending on your niches ... but 100 PR2-4 web 2 pages linked up to your niche site should get some decent keywords ranked well.
Time patience strategy and some $$$ - but tier 2-3 spam links are cheap fast and EASY. GSA and some other SPAM service offers here would get you on your way.
I reserve the right to be wrong in case google starts going mopre upstream after these tier 1 and tier 2 links - Penguin 2 is still rolling out tweeks and Matt Puttz still has his panties in a twist to go get link spam.
And heres the other benefits - if it all goes sideways and in the shitter - you can remove the links off the web 2.0 tier 1 pages - or - redirect them to a new site or cmpetitors site - whatever you feel so inclined to do.
