Pointers for (re)applying for EPN?

I used to have 2 EPN accounts, but one was closed for being dormant and the other was rightly closed because I did stupid things with it.
But this sometime back.

Now that I wish to do eBay promotion again and the right way this time, I would like to know if there is any thing I should note when apply for EPN again?
Or, is there something I can do to get a higher chance of approval?
