Point Display Ads to Third-party Property

Very quick question for those familiar with Google ads:

Can I run display ads towards I website I don't own?

(Client wants to run display ads to a news article for awareness)

I did a small test and they seem to work .... but are there any foreseeable issues (longer term)?
