Can I use sites that are already made by other people.......then I put my content on that site and blast that page with GSA SER to rank my website so i dont have to go and buy a new aged domain and create a site from scratch?

That's called hacking. Don't do it. You can, however, use web 2.0 properties and blogging platform for that in a legit way without hacking.

Read about the concept of "Private blog networks". Also, blasting them with GSA is a terrible idea.

Why invest in a PBN just to fuck it up with GSA? Might as well just fuck up your money site instead and save the PBN expense.

OP; if you don't own the site, don't blast it with GSA/SPAM(I don't care what you claim GSA is mostly spam, especially by someone with this idea). If you own the site, blasting your PBN with spam is just a waste of buying a good expired domain.
