PMTA config - Delivering ultra slow

Hi, I have my PMTA running for almost one yeard and it's almost idle always, but I sent a newsletter of 8.500 subscribers and just sent 843 of 8,424 emails in about 2h !

I have 8 rotation IPs, all IPs are clean, etc.

What can be the issue ? I checked the config and all looks OK .....
