PM Reply Delay

I would like to suggest that the 14 second PM delay could come into force after the first 10 PMs of the day maybe? The goal is to discourrage spammers, but for people like me who need to reply to less than 10PMs in a row in the morning this would be a boon of getting to send short replies real quick.
