Yes, PM is disabled for new users to avoid spam.
Yes, normal user can spam too, but loosing aged account is more painful.
I suggest you to read BHW rules instead posting multiple threads with such questions in "Forum suggestion" subforum.

You are still not reading rules. You don't need to pay to unlock PM. Just spend some time on forum and post consequently. Then PM box will unlock
