My budget is $3,000.
The link points for the target site are as follows:

Rank1 Site (TF0 / CF24 / DA12 / PA29) Moz Spam Score 28%
Rank2 Site (TF0 / CF25 / DA3 / PA11) Moz Spam Score 34%

Shall I buy the Black Hat package at the beginning, and buy the cheap but large number of pbns and push them to the volume?

Or Link score is high but expensive pbn?
(Publish 10 times a week)

I would recommend you to build quality links like guest posting, editorial links, press release etc - slowly and gradually. Try to increase link velocity slowly. It will reward you in 3-6 months.

Yeah, for three grand packages are not worth it. Buy guest posts individually.
 
Niche edits, guest posts, and building your own PBN will bring you the most power

Get a diversity package on the Marketplace to get links from a variety of sources
 
You build quality links like Guest posting, press release, social media posting, editorial post. But it will take up to 4 to 6 months to be reward

Is this a monthly budget, would be my first question.

Secondly, TF0 for both sites and high spam scores doesn't bode too well.
 
I would suggest have some quality keywords,blogs and guest posting. It creates backlinks to your page. So that your page can be ranked higher.
 
Guest posts are worth a shot for whatever niche you deal with.
