Plugin Recommendations?

Could anyone recommend plugins to copy the two attachments I've put in this post?

Plugin 1: My site has around 14 articles on the home page and I'd like to add a 2nd, 3rd, 4th page, etc... (They could click on numbers that would lead them to older content) that has 14 articles on each page as well. I'm sort of confused on how to do it and I was hoping someone knew of a plugin for it.

Plugin 2: I need a plugin that would allow users to click on a navigation box at the very start of the post, so that they could jump to certain parts that they are most interested about.
