(pls) proxie software recomandations - for Win aplications (not only browsers)

I have a demand for you people.
I need an Widows proxies software to work with various applications, not only with browsers.

For example..i usually do not have need for proxies when I browse on net but I need an proxy when i scrape urls from google or when I post mass posts on some blogs ( with windows software)

Few years ago I used an such application to assign to what windows application I want, an proxy or an rules set to access the web. But i do not remember that application.

In the meantime I tested the proxiefirewall application . Free! and it is an excellent one. Proxy rotators for every application I need.
