{pls help} Paypal VCC plugin/payoneer card help needed

I need to ask few questions. very important for me

1. What type of US paypal is needed to generate VCC's ? Is only bank account required or address proof as well.


2. Can I send western union payments or fund a payoneer card or send money from moneybookers using paypal generated vcc from balance ?

Back then it was only required to be bank verified, to be honest, right now I'm not sure. But a simple google search would get that straight.

The paypal vcc acts like a mastercard, you can create one for single or multi use, you chose. So, doing those things would be ok, if I'm not mistaken

any more opinions ?
