plr membership giving not allowed here?

I open a thread to give out free membership for my upcoming plr membership site earlier.

The thread got deleted because the mod said it is not suitable for download section.

I wonder is this the suitable section to give away membership?
Mod, I'm ready to give you a free account, so that you can see the site =)
I still want to give away membership for free, please advice
