You can do it all yourself manually, but using Neo or PP would be less work etc.

Thanks, I will try them. Do you have any recommendation? and how do you think vps + cloudflare? put 20 websites on a VPS and then use cloudflare to host them. Google will find them as my PBN? thanks

You have some options, if you are starting, then you can use a popular host such as pbn.ltd (who advertise their banners here sometimes), which is very cheap and cheerful. The problem happens when you grow, and you want a better IP footprint than just generic cloudflare servers, you would be better off with a good PBN IP host such as Priority Prospect on BHW. The option that you also have is reseller hosting from various hosts, but that's almost a halfway house between the other 2 options and harder to manage than just a dedicated cloud IP provider.
You have to plan this part carefully to match your spending, free time, and ranking time, and long-term strategy. When I first started, I built more PBN's than I did websites(obviously), but it was too much to manage (just wasn't well organised at the time). Better make sure you have assets that will work well with PBN's first, so you can chill and build your PBN portfolio too, knowing that your links remain undetectable and indestructible

You should go with diversified hosting solutions if you buy and maintain the PBNs properly for long period.
