Cheap and DMCA ignored don't belong in the same sentence. Any host that ignores DMCA is going to charge a premium rate because they do this.
And to give you any sort of accurate recommendation, you'd have to give a bit more than "medium traffic site". What is medium traffic to you? Do you need loads of CPU power (say for ffmpeg conversion), do you need RAM? Are you hosting things locally? Do you want SSD or HDD? How much bandwidth? Speed? OS? Location preference?
As it is all you're going to get is a bunch of replies with random hosts that you could have found using Google. If you want an actual recommendation you'll likely need to move away from "cheap" and offer more information on your wants.

Got your point, actually i am looking for reliable DMCA ignored hosting to host a movies streaming site, expected traffic is around 1000 visitors daily.
Exclude "cheap price" , you can say best price.

Don't go for Abelohost. You are going to burn your money. They suspended dozens of accounts without giving any proper reason. They didn't even notify me via e-mail when they suspended my account. Didn't reply in the live chat and their miserable support only gave me generic answers without any reason, proof or anything like that. Abelohost is terrible.
