Im a newbie here but I think you should hit up the link building section and do some digging.

Manual link building, link diversity, keyword diversity, relevant links/pages. Penguin did not have a huge effect on link building as it did more with building links on spammy sites.

i here manual backlinking so much these days, the thing is automation still works very well but it's no longer a one click operation.

the WP sites free hosties with real domains, and add your backlink in there, it works too and don't forget to sendo one time for week a new content with 400 words with your keywords on the text.

simple and effective strategy is to create some contextual properties using diversified anchors.

After penguin I first get a baseline of generic anchors first then go after my main keyword but I still use related keywords and generic.
regarding your original question my linkbulding strategy is random I like to chop and change stuff all the time but here's an example of my latest to rank keyword with low to medium difficulty.
tier 1 submission spread over 15 days(this length of time isn't completely required but I had several other projects running on domain better safe than sorry)
20 web2.0 (keyword and some related)
5 doc shares(website url)
25 pr1+ blog comments(generic or usernames)
50 social bookmarks
GSA ran for two week with very tight control(generic, related and small amount of main keyword)
tier 2
done
60 web2.0(pointing at random tier one web 2.0's)
articles, image comments, blog comments,bookmarking,profiles(using GSA pointing at tier one web 2.0,doc shares)
to be done
doc shares pointing at tier one web 2.0
platforms web 2.0 such as elgg at tier one web 2.0
tier 3 not yet complete
backlink all tier 2 contextual backlinks with GSA
although I'm only half way through tier 2 my keyword is now ranked 10 from 60 after two weeks after I have completed and every link has been crawled I will hopefully be in the top half of page one.

Senuke X - Full Monty, X3, X8 for T1 and X3, Pyramids and other smaller ones for T2, T3.

What are the X3, X8? Where can I get those?
I ran a full-monty with a large diversity of keywords, and pushed my 4 week old site to #17 and it's holding steady, looking to give it another push.

Okay, I will give you hint to my strategies. For tier 1, I use Blog comment and forum posting ( All high PR and relevant). They work the best along with your normal Web 2.0 sites that are heavily modified and customized. (Manual)
Then for Tier 2 I used usual Automation from Senuke and GSA to backlink them to a good amount. Next is Tier 3 where I pretty much blast everything in tier 3 with Comments and Xrummer.
Also take the advice of others as it will help you in a long way.
