Please recommend White Hat SEO agency

I always laugh when people think 'white hat" is safe. SEO is SEO- it doesn't know a hat color. You either do it (google disapproves) or you don't.

Google simply wants you to build content and leave the rest to them.
Now there are levels of SEO- some more aggressive than others..but ALL are seo, and none are safe (ie guest posts, etc)
