Please recommend a popup and popunder ad network.

For solid popup and popunder results, I usually stick with PopAds, Adsterra, PropellerAds, and Clickadu—they’re reliable, easy to scale, and consistently deliver decent traffic quality.
 
If you are selling you need a publisher network, not an ads network.
If you are buying you need an ads network.
They all show adult ads if you are OK with it then go for it. Or else try adsense or ezoic.
 
Since Clickadu isn't performing, you need networks with strong direct advertisers in the APAC/Korean region, not just global remnant pools. Look into networks like Mediavine or Raptive if your site qualifies (they generally require high quality/volume), but if not, check out AdUp Technology (often good for specific Asian markets) or Ezoic (easier entry, focused on machine learning optimization).
 
You might want to try PopAds or Adsterra – both have solid rates for international traffic, including Korea, and they’re known for better CPMs than Clickadu.
 
Try PopCash or AdMaven
Taboola or Outbrain for native ads can also do better CPM
 
With 10K traffic from Korea, you can try ad networks other than Clickadu, such as HilltopAds, JuicyAds (if your content is suitable), or Google Display Network. It's best to test 2–3 networks simultaneously to see the actual CPM and revenue, then choose the most effective network.

Best ad networks for Korean traffic (much better than Clickadu):

Dable – top native ads in Korea, usually higher CPM for KR users.
WiderPlanet – strong Korean DSP/SSP; good local advertiser demand.
AdPopcorn – connects to Naver/Kakao ads, solid KR-focused monetization.
Perion + NHN AD – good if you use programmatic/header bidding.

Recommendation: Start with Dable + WiderPlanet — they usually deliver the best CPM for

For Korean traffic, you can try ad networks like Adsterra, PropellerAds, or MGID, as they often give better CPMs than Clickadu. You can also test local Korean ad networks to see if they offer higher rates.

It's good. Many affilate networks would like to work with you. Especially with popunder format. I have many contacts with them, so you can make money easily
 
You could also test networks like PopAds or Adsterra — in my experience, they sometimes provide better CPMs than Clickadu, especially for broader international traffic.

Try HilltopAds and PropellerAds for KR—often better eCPM than Clickadu.
Add PopAds as backup.
Tips: use SmartCPM, 1/24 freq cap, desktop-only pops; split traffic 50/30/20 for a week and keep the winner.
 
consider using Naver Ad, Kakao Ads, or Google AdSense, as they tend to perform better with Korean audiences and typically offer higher CPMs.
