I had 3 sites running, 2 sites using BH, and 1 site WH

all on same server, all 3 sites got hit. All 3 sites are on the same domain registrar.

I have a 4th domain on the same registrar as the other 3, I want to make this site live now. do I get new hosting and link the url to the new hosting. or just find a new domain registrar and get a new url?

I do not want this site to be hit.

Were your sites linking to each other? What does " link the url to the new hosting" mean?

Is getting a private IP from your current host not an option?

Why do you believe your hosting is the problem? Surely it is the sites themselves?

New hosting with a dedicated Ip.

the same hosting is not the problem ...... check interlinking or just the same BH which was penalized

Definitely not the hosting or the registrar. Also, if this domain you're recreating is brand new, do NOT link the penalized sites to it You'll need to start over fresh.

Could be because all 3 said sites are on the same ip.

Important question: were you using shared or dedicated hosting for the sites that got hit? If it's shared, then you share an IP with thousands of sites, so that's probably not the problem.

Did you use custom nameservers?

If you're worried, dedicated hosting won't hurt.
