Hello,

I created a website, for eg: top10hotels.com

And then I added all the cities to the site, about 1000 cities around the world.

I have put links to all the pages on the homepage, so my homepage have links to about 1000 cities page.

The thing is, all pages don't have content yet, it showing coming soon on all pages.

Now, do I add content for all pages first, then start backlinking the homepage, or do I create just a few page, maybe create youtube videos and link to my pages and rank the youtube video, then sell the ad space.

Is it difficult to rank youtube videos on google for local keywords?

What about backlinking the cities page directly, my DR would be 0, would my inner pages ranks if the homepage don't have any backlinks?

Advertise on BHW
Post quality content on each page and interlink the topically relevant page. Point backlinks to homepage and few relevant links to inner pages,make it natural and increase it gradually.(link should have contextual meaning with page)
 
Create content.

Start building links to homepage and then build for inner pages.
 
As the others have said, now you need content more than anything else. It’s your lifeblood, without it your website is just a hollow shell. There’s no point in setting everything up, just to have visitors see your “coming soon” placeholders, right?
 
Post quality content, perfect Inbound linking, videos, and then go for building links.
 
Post quality unique content and slowly build high authority backlink.

Silo the whole thing. Cities, counties, etc etc. You will rank a lot easier that way
 
Quality content is the most important part. Fill them all with coming soon pages first.

It will or won't be easy to rank on local niches. it really depends. Always better to look for long tail keywords.

Then start creating backlinks
 
Make content, do marketing like seo (backlink) or ads
 
you should add content for all pages, coming soon will make your visitor rethink your content quality.
then you can start building the backling and do promotion like yt video etc.
