Please help!!! Removed apps and users consumes my mobile data.

I think I have spyware or malware on my phone even after a factory reset which I did a few days ago. The usage constantly increases. I tried uninstalling some of the apps using adb, but after the reset they were back. Please help!! Any advice or tips.
