I'd like to ask: My primary domain is ABC.COM, and the domain I'm promoting is ad.abc.com. Does this trigger the Circumventing Systems Policy?
 
Yes, if ad.abc.com is used to bypass ad review or restrictions, it can trigger the Circumventing Systems Policy.

This alone does not trigget Google Ads account suspension. Other issues with the campaign and / or landing page could, though.

Using a subdomain of your main domain usually doesn’t trigger issues by itself, but it’s always best to keep everything consistent and transparent to avoid policy confusion.
 
Subdomains are not the issue
I'm already advertising with subdomains.
You need to look for other issues
For example, multiple accounts on the same IP address, or excessive changes to a recently created account.
 
Have you try appealing?
If there are no issues, your account will be reactivated.
