Hi Friends My Content Id appeal is not enable in youtube if this is not enable can i earn money in this account or not

my account is not banned and my videos is visible in youtube and also my monetization is enable but only content ID appeal is not enable

My Question Is IF this is still disable
can i earn money in this my youtube account

and

can i still work and upload my videos or not

Sure you can still earn money. This is only disabled because your account is either new or is not a trusted source yet. The only thing that does is if you upload copyrighted content and the original producer files a claim, it will be removed without notifying you.
