Why not try Wordpress as your website platform. Install wordpress , theme according to the niche of the website , add pages , plugins which are required , add content and your website is ready.

You can take help from Videos avail @ youtube how to install wodpress , theme etc .

Plugins comes with installation screenshots and you can easily follow those steps and add them.

Do you have any similar website in mind? Can you PM me the details? I will find a suitable WP theme or even try to create one for you so that you can begin something similar. Can you buy the theme if it has to be paid for (may be up to $50 fro Themeforest or some other similar site)? How will you provide the necessary images, content, and other details? Who will provide hosting and domain? Or do you want everything free? :)

Or you just want the info on how to do it?

It wont take you long to get to grips with "WordPress" you can make a website fast.

Wow thanks to all of you so far, Well i can do the hosting and purchse the WP theme...I can manage adding the contents, update it, and all that...my only challenge is how do i design to look "professional"

Do you want to build a e-com site? For example, would your e-shop owners also sell and deliver their fresh products to their online customers? If so, it's going to be one unique huge PITA for getting the site perfectly working, IF AT ALL.

Or would it be only an informative site with no actual selling taking place on the site. Can you show me one example of an existing site, especially if you have some in your nearby localities so I can try help you further? PM me the local market site URL if you can...

Go for a premium theme according to your niche , search for the best .. these premium theme can easily be edited and you can also add your custom CSS into them.

OK, :) your PM removed my confusion. You are seeking a single-owner shop template just like any other e-com site we see on the net. I thought that you wanted to open a site for a local green marketplace where many marketers gather to sell their farm products and they needed a site for their operations.

For your own site, you can see the various templates/themes at themeforest.net, chose the best you wish to, see what it offers (design, ease of use, and features), develop the site as per the needs, add your payment gateway, and get started! For this, almost everything (tutorials etc) can be found on YT and in text form on various related sites.

I would suggest you to go for WP + Woocommerce, and one for the popular payment gateways available to you easily.

Begin with the basic for, and then as you gather more technical information on plugins/features/paid-plugins, etc., you can add more suitable features to the site. Think of doing local SEO and also local advertising -- for example through local newspaper adverts or even doing an ad on your local TV channel.

P.S.:
This one is similar to the one you showed me as a sample in your PM.

But there could be plenty like it, so google:
site:themeforest.net green vegetables woocommerce OR wordpress template

or just browse that site so that you can find plenty of good one for your need.

Thank you I managed to installed woocommerce found a theme based on everything you suggested and I showed it to them offline and they were into it. but and they were mentioning on how can they can make it known I also said "I know." beacause i have a little bit of info on SeO and do it locally will be easier (i think) since there not much like it.

The owners are an old so they have not much knowledge about CPC ads are sooo IF i can get them to let me run ads on their website HOW would I go about doing so to where the ADS are not just random but kinda in the "niche"?

Nice to learn that they liked it :). Your first little step in the Success Zone, so congrats! Don't worry, you'll go far! :)

Anyway, I have found that my site for the local market was best addressed through the local newspapers' advertisements. The local newspapers are very powerful media in such cases, and they are affordable too considering how much response one can get out of a small weekly campaign. But that was for me and my site... :). My hometown is a small lazy place :), but enough in size and activity for me to get what I expect out of my site. Your city could be different sized, and the locals could do well with other kind of advertisement media.

I believe that you should concentrate also on social media. If rightly targeted, it can do wonders for you especially locally.

Re.: CPC, I don't do it, so can't say much, but I think you can get as much knowledge you want from Google search I did... for example, I searched for this string, and I think I got sufficient material to help me begin... but not sure if you'd get the info you are looking for and would benefit from it:

I Googled:
"cost per click" ads for +local marketing

As said, I have no idea about CPC, and I don't know if the results would help me if I would be in your shoes. :D

I believe that ads work on the basis of proper keywords/key-phrases, and especially those that are buyers keywords... I'd work around finding those special keywords first and do some trials, tests on what would work, and then go into it. Adwords is a tricky and risky field, especially for some old folks who'd like to better go on small limited resources and keep themselves protected in an overall manner. I'd not attempt to do CPC just at this stage, and would go local newspapers ads way instead. But that's my viewpoint of course. :) Still I wouldn't risk my parents money even if I were good at Adwords or anything similar, unless I had more resources to buffer any losses from Adwords that can/may hit my client's store.

If you want to add AdSense, then don't, IMO. It's not worth on a e-com site. No need to send the prospects to other google advertisers. Instead add more services which will benefit the buyers along with the green products. Sell ad space to local services or even add cb kind of (related) products which can bring bigger profits.

BTW, if it's OK with the client, then add your own web development, seo banner to the site. Small but attractive... :)

P.s.
Ofc, get their email addresses. Nothing better than having a little chat *cough* once in a while with your local customers. :) I think that your mails wouldn't be sent to spam basket by locals that easily, if they aren't actual spams, you see.
