Well paypal can restrict your account but i dont heard to ask you for extra money
Be very careful and send an email directly to paypal to be sure on how you can lift that restriction

Definitely a scam with bad English. "Maximum your limit" indeed.
Are you sure it is your boss or some scammer claimed to send you money and is looking for a way to get more from you ?

If you actually read it out to yourself, you can tell it's a scam.
"we can provide with you a certificate of your account limit upgrade and immediately this is done"
wtf, come on scammers at least use chatgtp to word your emails.
