Please help me get this right..

Let's assume i got a main keyword for my site, for the sake of it we can call the keyword "Free cars". When i created my tier 1 layer i used all the known sites and made them for this keyword..
Now when i realized its going to take a lot of time to actually rank in that particular keyword i'm leaning more towards ranking other keywords simultaneously to see some results in the near future..

Lets assume i wanna rank how to get free cars and free toyota, would i do a new layer of tier 1 sites about these keywords? That feels spammy.
