500 registered members (very few active),
130,000 posts

The site is in desperate need of SEO, but the owner isnt really motivated with the site anymore

Its in a low competition niche.

Please help me estimate a value?

No one can help you value the site with that kind of vague info. If it's making money, it will generally bring 10-12 x/monthly earnings on the market.

Anything else is worth what someone is willing to pay for it.
