I'm not sure, I usually get refunds because orders never arrive. But in your case when the device is faulty I'm not really sure. You should just contact the seller and work it out with him, if he's not willing to cooperate then try to open a dispute on the order or contact Alibaba support.

First, go online and find all your drivers for windows 10 for your laptop name and model.
Add to USB stick
Then reinstall windows 10.
But.
As advised above you can boot into safe mode and if the system is acting correctly then it a driver issue 100%.
Just reinstall windows and make sure to format everything when asked from windows install.
Some computers have the hard drive mapped to a os (( full partition needed))....

what about washing it clorex and switching it on so that we get rid of all dirts
