10k views isn't really a great deal in terms of monetary income and your channel will need organic growth before it starts to grow subscribers and views, so there really is no need to purchase the views. Use the journey as a learning curve to hone your content and SEO tactics...

Legal? Probably.

Against TOS? Yes.

Other guy is right, you won’t make much money until you have actual viewers anyways.

Do not buy views and then apply for monetization. YT will review your channel and suspend it. One of my channels was suspended when I applied because I bought a few thousand views for it last year.

mate, if you don't know how to get 10k views to your video, what exactly do you want to monetize? You need a channel with good videos that receive a lot of views, only way to make decent money, otherwise you're just wasting your time. Search BHW for some techniques on how to grow your channel and create good videos and the views will come.

man 10k is nothing on youtube , if you dont have a plan to reach your 10k for monetisation, what the hell you gonna do after you get it ?

nope. don't do that. you'll need to grow your channel for real at the beginning with actual viewers.
