Please Advice: VPN for Ebay/Paypal

Guys, I'm form Argentina and want to run a Miami based Paypal account.
Since VPN are discouraged, I want to buy a VPS in Miami and then acces to the Paypal account from my home computer through Remote Desktop.
So I would be logging to Paypal from Miami right?

The thing is: I have no idea how to do this. I've searched on some pages that offer vps but don't understand much, and have read the whole thread but still don't know how to do it.

If you could help me from here or via PM, since I'm new and cant PM any of you, that would be great!
