agree with you, sometime it is difficult to keep running ads on google, we do have cloaker and we also running few clients via other agency who also use cloaker to run these ads in JP, CA, NZ, IN and so on but based on pased experience we want to have options ready in terms of platfroms and in terms of agencies as well.are you really looking for other options then google and Facebook to explore new market or just frustrated because you can't make it on these two.
Bro in recent time there is nothing like third world or forth world targeted audience. everything and everyone is connected.
for example user seeing 7search, propeller and other 3tier ad network have the same user base as google & facebook.
there are huge list of ad network like propeller but when you come to conversion and ROI they will never deliver like google and facebook dose.

I get it, I've been there. But in time, I managed to figure it out little by little. It's not quick and easy for sure but I believe it's the best method. Good luck!
