If content is explicitly public domain (project gutenberg, etc) does Google penalize copy/paste content? Does this even count as plagiarism?
 
Google checks for plagerism and depending on context referencing as well as uniqueness is a thing of focus.

Follow-up question:
I have some pages that are helpful to visitors, but pull large chunks from public domain sources.
Should I noindex such pages to play it safe?

If you are using a domain like projectgutenberg .com, gutenbergproject .com, or any other trademark domain. Your domain may be taken down.

No domain funny business. Nothing like that, Just content.
This is for a new site that has not gone up yet.
I want to make large amounts of public domain content available on my site (rather than sending them somewhere else).

These public domain content resource pages are not my main posts.
But many of my articles will point to these resources on my site.

Since they only function as resources, I don't need them to rank. If I simply noindex them, will Google care?
