I am looking for advice in terms of choosing a free or relatively cheap bot for making repins, comments, and pins. Could you give me some examples of such bots?

i don't know if there is free pinterest bot but there are very cheap bots which are definitely good for their prices

mass planner - is only 9 USD per month but you can have it not only for pinterest, its also specialized in insta, G+, fb, tumblr too.
pin blaster - you only have to pay around 60 USd and that's all.. but this is only pinterest bot.
 
Pinblaster save some money and go for it.
You wont regret running it over my VPS 24/7 farming accounts right now.

I vote Pin Blaster as well, use it daily.
 
I learned Imacros and program scripts for myself for any needs. Whatever bot you gonna buy won't be useful if you decide to archieve any goal which your bot can't do. If you are a dump in programming then opt for a bot sold here, there are some cool discounts for BHW members
 
Imacros would be the cheapest version but you have to put you're time.
 
Is there any software like instagress that is streamlined on cloud based so I do not hae to download and run software on my computer?

I dont see any bot like this. But if you want to promote multi accounts then use desktop bot
