Pinned marketplace threads

Why are some marketplace threads pinned as -"Please read"?
I get it for informational threads but for marketplace threads it feels unfair.
Do you pay extra for it?I'm not trying to say that something fishy is going on but it just bugs me a lot.Even if the pinned threads are the best on bhw it feels partial to the other sellers.I would be glad to know a fair reason behind it.
