Pingback without using Wordpress and GSA SER

Hi to all. I wonder if there is any program or tool to add links pingback where I could enter the address of your page and the title of the link?
I've seen a few pages, in which there were a lot of comments pingback from the sites that do not use wordpress. Here I found that GSA SER can send Pingbacks what I'm talking about, but is there something simpler and cheaper created just for this purpose?

This works with wordpress only:
- setup the blog to attemp to send pingback (maybe this is set by default)
- create a list with wordpress blogs
- post the links on the page you want such backlinks

This is how this works - Some of the wordpress blogs allow ping/trackback. When you post links on your blog to other blog/post, your blog will automatic attempt to send pingback to the link posted. So all you have to do is post some links on the page from your blog and publish. Than edit, remove the older links, add new links and publish. On the final remove all links.

For pingback to random url I can't help, but there must have some php scripts.

Thanks naskootbg, I know all what you're writing about, but all I want to do is to add pingback link refering e.g. to google, with the title cars. This link I would like to add using pingback on someone's page, where pingback is auto accepted. There must be sth more than default wordpress pingback system or GSA SER.
