Pillar page menu : does inner page links dillute SEO juice ?

I've always reed that the higher a link, the better, but SEO juice is diluted by the number of links in a page.

In my silo pillar pages, by habit and for user experience, I always create a top menu with anchor links leading to my differents <h.

So, I want to know if you think these links dilute my SEO juice?

Good question ! An expert to answer? My question is: How is it possible to make a good silo structure from the moment or already you have a navigation menu? Most of the time the menu links are duplicates on a page.
