Pic resizer

Hey, I was wondering if you guys know of any pic resizer that can enlarge pics without losing quality. I can't seem to find any suggests on BHW, and no free ones via G search. Remember, I mostly need one that can enlarge, not shrink.

Only vector images can be enlarged without losing quality. If the image is not a vector, then it's impossible to enlarge it without losing some quality.

This. Every image you enlarge past it's initial conditions/image size tends to lose quality.
