Can a shared web host handle PHPList to send email newsletters? If not, what kind of VPS would you guys recommend?
A shared web-host can definitely handle mailings from phpList, some things you'll want to be aware of though is their hourly or daily mailing limits, and also to keep in mind you'll be sharing a mail IP address with all the other users on the shared-server. So if your web-host doesn't monitor their outgoing mail for spam, it could possibly cause your own mailings to go delayed or fail to deliver if the shared-server's mail IP address gets temporarily blacklisted somewhere.
I work for InMotion Hosting, and we have a default 250 messages per hour limit for our shared-hosting accounts. You can also request a bulk mailing exception up to 750 messages a hour, so those two hourly limits would break down into daily limits of 6,000 messages per day by default, up to 18,000 a day. So long as your ougoing messages fall under our terms of service, which includes for instance that all mailings have to be opt-in mailings.
I've actually created a series of phpList tutorials going over how to use phpList, and this was all tested on our shared hosting servers at the time. I would recommend starting off with shared hosting, then you can always easily upgrade to a more robust VPS package as your demands pick up, unless you already have some really high mail volumes, in which case a VPS would be suitable for you.
