No offence intended, but I have a feeling half of section 1 was just pulled out thin air. You have some good points about over-optimisation but I think a lot is based on feeling rather than substance. Still an informative post with some good factors to bear in mind.

There's no harm in doing both:
1) Make it read natural and read well for the visitor
2) Make it avoid any obvious high Keyword Density (i.e do not ignore it)
Very high Keyword Density = keyword stuffing. This is obvious stuff. Otherwise, we could all write a 500 word article and make one word appear 50 times, giving it a 10% KD. If KD really didn't matter then you wouldn't be punished.
Is writing naturally going to give an article a 'normal' keyword density? Depends who's doing the writing. That's why I always make sure both criteria is met. The 2nd part doesn't take much tweaking if the 1st part is done right, but it's certainly not ignoring Keyword Density. That would be stupid.

You should reevaluate where you get your information from. I only get my information from experimentation and experience, and I guarantee you it is a hell of a lot more reliable than google. If you want proof, I'll pm it to you.

It is still very applicable and I doubt that will change anytime soon. If you have a lot of Google Bot crawls per day, you can change keyword densities and easily see the effects. If Google only stops by once or so a week, it may take you more time (although you can fetch as Google if used LIGHTLY).

This is a good thread, the OP has done a good job but other experienced contributors can further enhance it.
With out reading the intervening 16 pages of comments that were made between when the thread was created and when I found it, I see that the OP says that he isn't sure if Google does manual checks or not. I can't verify they do, but they publish that they do. They state on their Google --> Inside Search --> Fighting Spam page "Every day, millions of useless spam pages are created. We fight spam through a combination of computer algorithms and manual review." I don't want to put everything on the page here that they post, but it is an interesting read.

They manually verify a lot. Both SERPS and individual sites.
An ex GF of mine worked for an agency that was doing this for google.
