I searched G for "php timed download"
and at number 8 on page 1 I found a link to: http://www.go4expert.com/articles/download-script-php-countdown-timer-t26449/
this has the php code and the sql for building the database. It is not a trivial task, so get a php coder to help.
With this article you should pay around $100 for the work. I would not touch it for less than $250 myself, and I don't want the job, too busy otherwise. You can get it for less but the job is easily worth $100 because of the database work involved.
