PHP Programmer that knows ExpressionEngine

I am looking to hire a programmer that knows ExpressionEngine.

Here is what I am trying to do.

The users will be assigned a group that they are a member of. The Administrator will upload files and assign groups that can see the files. The users can then access a page to view or download the files that they have access to.

I know php coding,but I know nothing about ExpressionEngine.However,I can learn it fast.
 
Still looking for a programmer who knows ExpressionEngine and can manipulate it for me to the requirements above.

Anyone else? I have tried a bunch of people and no one seems to be able to do this. I take it that a lot of the "Experts" that keep coming forward are not as such :)
