PHP/mysql expert? prosper202 familiar? Joint Venture?

Firstly, this is more of a JV offer. Id put it in the JV section but you always get inexperienced people offering something they cant provide. Since those same people are likely to stay out of this section and that this is largely a PHP based project i figured this section was somewhat appropriate.
