Adobe Dreamweaver - IMO the best ide for php if you can afford it. If you can't there are "free" versions on torrent trackers. I personally use one such "free" version .
Some time ago (2006-2008?) I used Komodo IDE from ActiveState for PHP.
I needed then an autocomplete function to speed up development. That was really nice for 2006.
Also, I could run PHP and Ruby with the same IDE both in Mac and Windows.
I don't know how good it is now. I haven't coded almost anything since then...
I would recommend using PHPStorm. It's a full featured IDE with code highligting and analysis. Pretty cheap too and is used by many major developing firms
